IPPS ACTIVITIES IN 2010

In 2010 IPPS held a total of 18 activities under 3 main objectives:

I : To promote democracy and rule of law to strengthen and contribute to peaceful settlement of political, social and economic interest,

II : To enable political and civil stakeholders to identify social and political conflicts and develop approaches for a sustainable solution,

III : To do research on the selected topic, publish and disseminate to the public.

These 18 activities were grouped in 3 categories according to their outcome; events, research and media and there were 14 events, 3 research and 1 media.

Details of those 18 activities are:

Objective I: To promote democracy and rule of law to strengthen and contribute to peaceful settlement of political, social and economic interest.

  1. A workshop-seminar on “Promotion of Political Education in Schools”. This first workshop was held in Songkla Province during 15-16 March, 2010 for teachers from public provincial secondary schools in the southern region. Objectives was to redevelop their mindset to a Project-Based learning process and persuaded them to continue in our program by submitting students’ project under a title of “Democracy as a Way of Life”

  2. A workshop-seminar on “Promotion of Political Education in Schools”. The second workshop was held in Burirum Province during 26-27 March, 2010 and participants were teachers in the northeastern region. Objectives and program were similar to the first activity.

  3. A workshop-seminar on “Promotion of Political Education in Schools”. The third workshop was held in Chiangmai province between 2-3 April. Participants were teachers in the northern region and objectives and program were similar to the first and second ones.

  4. A workshop-seminar on “Promotion of Political Education in Schools”. This fourth workshop-seminar was held in Bangkok between 20-22 October, 2010. Participants were students and teachers whose proposals were chosen and their projects had been implemented during May to September, 2010. Four students and one teacher, each, from six schools in six provinces of two regions, northern and northeastern, attended this fourth workshop-seminar. They presented their school projects, shared their experiences with people from other schools and further develop their perception that democracy should be adopted and practiced in daily life.

  5. A training workshop on “Providing Official Information under the Official Information Act”, held in Phuket Province on 21 May, 2010 for local administrators. Objective was to develop their understanding on the Official Information Act so they will be able to improve services required under the Act.

  6. A training workshop on “Providing Official Information under the Official Information Act” The second workshop was held in Kampangpetch province on 18 June, 2010 with similar objective to the fifth activity but on a different group.

  7. A training workshop on “Providing Official Information under the Official Information Act” was the third and last workshop regarding to the similar objective as activities 5 and 6. It was held on 9 July, 2010 in Saraburi Province.

  8. A public seminar on “Civic Education: Experience from Germany” held in Bangkok on 14 December, 2010 with objectives to promote understanding on civic education. Participants were educational personals from public and private sectors, academics and policy-makers as well as mass media and NGOs.

  9. Newsletter. Twelve monthly newsletters were produced and distributed to our subscribers and academic libraries nationwide. Every newsletter is put into digital format and published on our website, http://www.fpps.or.th. The contents are: IPPS’s activities, monthly news summary Democracy Monitoring, the Editor’s Message and articles by our staff and readers. Democracy Monitoring and IPPS’s activities also have English versions on the website.


Objective II : To enable political and civil stakeholders to identify social and political conflicts and develop approaches for a sustainable solution,

  1. IPPS Annual Meeting. A dialogue annually between IPPS and academics, scholars and resource persons who contributed in our activities. Objectives were to review our past activities while asking their cooperation in the future. The 2010 annual meeting was held on 23 January, in Bangkok.

  2. A dialogue on “Community and Environmental Management” was held on 27 february 2010 at Koh Yao Wittaya School on Yao Noi Island in Phang Nga Province. Objective was to provide a forum where all stakeholders in the island can exchange views and find solutions to solve environmental problems. The achievement was that we were able to stimulate them to realize their community rights, as a community, and encourage them to do their own land-use plan and cooperate with local authority in environmental management.

  3. A research on“ Community and Environmental Management” was done by Ms. Supada Rattakan an environmental planner who spent a short time working in Yao Noi Island. She revealed background information of the island and made a few recommendations on its environmental management.

  4. A dialogue on “ Politics in Local Administration” was held on 19 August, 2010 in Ubon Ratcha Thani Province for local politicians, administrators, university students and the general public to provide knowledge and understanding on the impact of political roles and activities in local administration. The participants were stimulated to foresee their local administration in regard to the upcoming central government decentralization policy.

  5. A dialogue on “Decentralization: Transferring of Health and Education Services” held in Chiangmai Province on 14-15 October, 2010 for all stakeholders in the locality: provincial and local officials, academics and the local people. As they shared their views on the obstructions in transferring of health and education services, they were also informed on criteria set by the central government. The dialogue provided opportunity where everybody could open their mind and recommended on solutions to strengthen the decentralization policy.

  6. A research on “Decentralization: Transferring of Health and Education Services” was done by Dr. Chantana Suthijaree of Chiangmai University to conclude progress and obstructions on transferring health and education services to local authorities. State policies, laws and regulations that support and discourage the transferring would be studied in order to find solutions and recommendations to solve these problems.


Objective III : To do research on the selected topic, publish and disseminate to the public.

  1. A dialogue on “Freedom of Assembly” was firstly held on 25 September, 2010 in Bangkok to some few selected participants who are academics, scholars, lawyers, human rights advocates, politicians, state officials and people interested in the topic. Objectives were to inform them on the international legislation and practices and find different views on the enactment of the Public Assembly Law.

  2. A dialogue on “Freedom of Assembly” secondly held on 6 November, 2010 in Bangkok, to. Participants were both of attendants of the first dialogue as well as new-comer. Though no conclusion was made on the legalization of the public assembly, it was a consensus that the general public should be informed that they have both rights and responsibilities to assembling in public places and the law enforcement should be a constraint, not encouragement, of this freedom.

  3. A research on “Freedom of Assembly” was commissioned to Mr. Sophon Jingjit to study on international code of practices applied to public assembly. The research was divided into two phases and phase 1 was completed in 2010.
