Chaowana Traimas, Doctor of Philosophy in Political Science from Chulalongkorn University, is the head of research team in the Office of the Constitutional Court whose published works; Unraveling Thai Constitutions [1997], Thai Political Parties : Structural and Functional Analysis [1997], Policy Framework for a New Generation of Political Parties [1998], New Breed of Cabinet Ministries: Guideline Toward Good Governance [1998], Basic Data on 66 Years of Thai Democracy [1999] and Election Guidebook [1999], are recognized among academicians and politicians.

This book is a result of Dr. Chaowana long experience in political and administrative analysis. He concluded that the Thai Constitution B.E. 2540 consists of 3 reform aspects; administrative power, state audit and rights and liabilities of the people. Regarding to important functions of the bureaucratic system, these should be a “reform”, in order to achieve a more effective and efficient role in the changing environment.
