Dr. Nantawat Boramanand, an associate professor in the Faculty of Law, Chulalongkorn University, received his doctorate degree on administrative law from Paris 2 University, France. He later received two certificates on administrative jury and parliamentary and government procedural from the International Institute of Public Administration in France.

Since his doctorate thesis in 1987, Dr. Nantawat has long been familiar with Local Administrative Organization in which his later involvement as thesis advisor and committee member of the thesis in his faculty drew him closer to the subject which become one of the most interested among students, academics, state officials and the Thai people at large since the political reform movement in Thailand. The promulgation of the Constitution in B.E. 2540 confirms the importance of Local Government due to chapter 9 in the constitution is dedicated to this matter. Dr. Nantawat, then realized the necessity to compile the whole concepts and implementation procedural of the French local administration organization to provide the comprehensive and extensive information in one book as he wrote in his acknowledgement.

This book is divided into 8 main parts with a preface chapter to reveal background information on liaison between central and local government administration.

The first chapter is on the basic concepts behind decentralization while the second chapter fo further into administrative independence and public participation. Chapter 3 is about central government acts and regulations which are important measurements and chapter 4 is on the local government structures. Chapter 5 is on 3 main functions of local government ; economic, education and others which included environmental, town planning, communication, public health and cultural. Chapter 6 is on the implementation tools ; financial, human resource and assets. Chapter 7 is about the central government control mechanism and chapter 8 is a summary of a case between a local administration organization and its people on the public’s right to a public service.
