Local Administration, in a context of Public Administration, is the basis of Democracy which aims at establishing local authorities as a model for a democratic system, enhancing the efficiency of the provision of public services by local authority and support of decentralization of power for the general public.
Local Authorities in Thailand are divided in 5 categories : Provincial Administrative Authority, Municipal, Tambon Administrative Authority, Bangkok Metropolitan Authority and Pattaya City. Administration of the first three authorities ; Provincial Administrative Authority, Municipal and Tambon Administrative Authority, are run by an administrator and his team which come from the majority of Local Legislative Council elected by the people in the locality Governor or Lord Mayor directly elected. This direct local government is patterned after local government under Presidential System while the indirect one is patterned after that of the Parliamentary System.
Furthermore, local administrative reform as enacted in the present constitution provides for transition of structural changes within the public administration system in the future. Administrative role of the central government will be minimize while provincial governor’s function will be limited to supervision and coordination between central and local government. In some provinces which are becoming urbanized very rapidly such as Phuket, Nondhaburi, Samutprakarn and Chonburi, the public might be able to make a decision to be transfer into a large local authority and direct election of a governor is expecting in this local administrative system.
