IPPS in 2005

Democracy is possible through answerable and transparent
organizations. In order fulfill its part of those requirements, the Institute of Public Policy Studies [IPPS] still continues the objectives of:

  • Promoting Democracy, Awareness and Participation in public policy.

    We seeks to report its annual activities in 2005 in 2 parallel paths, Policy Analysis and Civic Education. These activities are reported under each type of activity: Seminar, Research and Publication.

    In 2005, there were altogether 25 different activities whose
    further details of each activity are attached in the Appendix.

    1. Policy Analysis

    1.1 Seminar
    1.1.1 A seminar and book launching on The Platform of Thai Political Parties was held on
    January 27 in Bangkok to stimulate the voters interest in seeking advantage of public
    policy of each political parties in the upcoming February 6 general election. The book
    was a publication of Dr. Chaowana Traimass research came out on late 2004 on 5
    political parties electoral campaign.
    1.1.2 A seminar workshop on Community Leaders Assembly was held on March 15
    in Phitsanulok Province for interchange of views on public policy on initiation
    of community leader assembly- in regards to a draft ministerial regulation to
    establish a community leaders council to provide information and advice on
    local matter to the government. The seminar workshop was organized
    incorporation with the Faculty of Management and Information Sciences,
    Naresuan University.
    1.1.3 A brainstorming seminar on Civic Education in Educational System of
    Thailand was held on March 18 in Bangkok to brainstorming on methodology,
    principle, concept and experience in Thai civic education system in the past in
    order to find solution on how to initiate civic education in Thailand in regards to the
    public policy on national basic education curriculum.
    1.1.4 A public seminar on Human Rights in Thai Judicial Proceeding was held
    on April 1 in Surat Thani Province to provide public forum where everybody
    could express their opinions and problems regards to human rights and stimulate
    awareness and understanding on human rights among the public and civic
    officials. The seminar was jointly organized with the Human Rights Commission.
    1.1.5 A public affairs conversation on Where is Thai Education Reform
    Heading? was held on May 26 in Bangkok to provide a public forum for
    interchange of views on public policy on education reform.
    1.1.6 A public affairs conversation on 73 Years of the 24th June :
    Two Political Economy Perspectives was held on June 24 in Bangkok to celebrate
    73rd anniversary of Thai democracy and provide public
    forum for interchange of ideas on the current issue- political economy.
    1.1.7 A public seminar on The Constitution Amendment? was held on July 29 in
    Bangkok in respond to public crying on constitution amendment and provide
    public forum for interchange of idea on constitution amendment.
    1.1.8 A public affairs conversation on Financing Thai Universities: A New
    Choice was held on November 25 in Bangkok to provide public forum for
    interchange of views on the upcoming public policy on universities financing
    system.
    1.1.9 A public seminar on Suvarnabhumi Airport Suvarnabhumi City?
    was held on December 22 in Bangkok to monitor the governments public policy
    concerning Suvarnabhumi Airport and the possibility of establishing
    Suvarnabhumi City- a new local administration in the vicinity of the new
    airport. The seminar was jointly organized with King Prajadhipok Institute, the
    Senate Committee on Administration and the Senate Committee on Social
    Development and Human Security.
    1.1.10 A brainstorming seminar on IPPS Evaluation and Annual Meeting was held on
    December 28 in Bangkok to evaluate IPPSs program in 2005 and find
    recommendations for 2006 activities.


    2. Civic Education

    2.1 Seminar

    2.1.1 A seminar and workshop on Citizenship Program for the Youth was held
    on April 20-22 in Khon Kaen Province and between April 27-29 in Chiang Mai
    Province to empower the youth to become knowledgeable in civic and public affairs.
    2.1.2 A public seminar on The 73rd Anniversary of June 24, 1932 Coup d etat- the Beginning of
    Thai Democracy was held on June 23 in Phetchaburi Province to stimulate the public on
    constitutional monarchy and promote public participation in parliamentary democracy.
    2.1.3 A public seminar and workshop on Human Rights and Citizen Rights was
    held on August 31 in Udon Thani Province to promote understanding and awareness
    on human rights among the youth.
    2.1.4 A seminar and book launching on Human Rights and Thai Society was held
    on September 30 in Bangkok to promote public forum where participants could
    share their views. IPPS take this opportunity to launch a book Human Rights:
    The Citizenship Edition, 2nd Edition wrote by Human Rights
    commissioner Jaran Ditapichai.
    2.1.5 A seminar workshop on Citizenship Program for the Youth was held on
    October 19-21 in Ubonratchathani Province to empower the youth to become
    knowledgeable in civic and public affairs.
    2.1.6 A workshop walk rally on Road to Democracy was held on October 20 in Bangkok to
    acknowledge the youth about history of democratic path of Thailand.
    2.1.7 A seminar workshop on Youth Volunteer for Human Rights Protection in
    Local Communities was held on October 26-28 in Phayao Province to promote
    societal participation and public awareness among the youth.


    2.2 Research

    2.2.1 A research on The Understanding of Local Administration,
    2nd Edition is a revision context of public administration in
    regards to current local administration reform enacted in the constitution.


    2.3 Media/Publication

    2.3.1 Thai Youth Citizen is the book on IPPSs civic education program for
    the youth started in 2002. The book is expected to promote better understanding
    on our program and enlarge civic education among all parties concerned;
    educational institute and teachers, local authorities, the youth and the public.
    2.3.2 Human Rights: The Citizenship Edition, 2nd Edition is the
    second edition of Jaran Ditapichais book on human rights. There are 16
    chapters and each revealed facts and analytical information to promote wide
    understanding on human rights.
    2.3.3 The Understanding of Local Administration, 2nd Edition is
    the second edition on local administration based on Sanit Chornanans research.
    2.3.4 IPPSs radio program is a weekly broadcast every Saturday between
    17.00-18.00 hours at MCOT 1494 KHz AM hosted by Prof.Dr.Somsakdi Xuto. Details
    of those weekly topics and speakers can be found in the appendix.
    2.3.5 IPPSs monthly newsletter contained articles on IPPSs activities,
    democracy monitoring, questions and answers on human rights issues etc.
